The Congress government led by Capt Amarinder Singh in Punjab is
committed to ending the farm debt relief program this year, and will
also cancel the loans of more thanApproximately 5.5 lakh farmers out of a total of 6.12 farmers identified under the scheme have been discharged. There are a total of 15 lakh farmers in the province. The
lists of remaining farmers have been confirmed but the loan has not
been canceled due to some technical problems that the department of
agriculture says it has now overcome.Last week, Prime
Minister Amarinder's consultative team led by Co-operative Governance
Minister Sukhjinder Singh Randhawa suggested that the plan should not be
taken forward after uniting all policy beneficiaries. The plan was launched in October 2017, seven months after the formation of the Congress government. In
the run-up to the 2017 general election, Congress promised to abolish
loans to 15 lakh state farmers but after coming to power the program was
watered down by providingbenefits to smallholder and smallholder farmers on two hectares of agricultural land, the concession limit was set at ₹ 2 lakh.It
was later proposed that the 10.25 lakh farmers' loans be waived at a
total of ₹ 10,000 crore, but it was later decided to exclude taxpayers
and public sector farmers. In June last year, ruling party
ministers lamented that most of the beneficiaries of the program were
likely to be supporters of Shiromani Akali Dal (SAD) as they had limitedaccess to agricultural organizations that received state bank loans as the party ruled for 10 years until 2017.The
government then included the ruling party legislatures and halqa
accused as facilitators of researching the lists of beneficiaries even
though no such role was assigned to the paper.“We will finalize the waiver as part of the plan by the end of the year. After
integrating all the farmers identified under the current policy, the
program will come to an end, ”said additional secretary (agriculture)
Viswajeet Khanna. To date the government has paid 4,600
million rupees as a rebate of R800 million to be paid to the remaining
farmers, bringing the total amount to Rs million. The government plans to roll out a total of 2.85 lakh farm workers.Although
some bodies say there are 15 lakh farm workers in Punjab but the
government says most of them have not taken out institutional loans. The government will provide a total of R500 000 to farm workers, after completing the eviction of farmers. The
CM consultation team recommended that the registrar of co-operatives
and the banking committee at the state level provide a way to adjust the
crop loan limit for the variouscategories of farmers on the basis of their payment capacity and land."The
committee will ensure that it is implemented in government," said the
party, which has three Cabinet ministers and 12 ministers.Sangrur District has the highest number of beneficiaries (54,444) who are disbursed Rs 370.38 crore. The
other four top districts are Ludhiana (46,534), Patiala (43,078),
Bathinda (42,014) and Tarn Taran (29,824) who were awarded R381, R365,
R55 and R254.The Patankot and Mohali districts had the
lowest number of beneficiaries - 3,141 and 11,066 received - and
received Rs 34 crore and Rs 126.5 crore.
