  Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)
Purpose

    With a view to increasing the income of smallholder farmers (SMFs), Government has introduced a new Big Sector Scheme, namely, “Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)” in the current financial year.
    The PM-KISAN scheme aims to assist SMF financial needs in obtaining a variety of inputs to ensure proper crop health and optimal yields, equivalent to the amount expected on the farm at the end of each crop cycle.
    This will also protect them from falling into debt to lenders to meet these costs and ensure their continued farming activities.

Date Determined

    The Scheme will be operational from 01.12.2018 to transfer benefits to eligible beneficiaries.
    The deadline for determining the eligibility of beneficiaries has been set as 01.02.2019.
    Changes, if any, over the duration of the benefit plan under the next five years will only be considered with the approval of Cabinet. However, the benefit will be allowed in the transfer of ownership of arable land due to succession due to the death of the landowner.

Definition of Families

    The SMF family of farmers is defined as “a family consisting of husband, wife and young children collectively who own up to 2 hectares of arable land as concerned Government / UT land records”.

Basis for Identification

    The number of eligible SMFs under this program is estimated on the basis of the Agricultural Census 2015-16 data forecast for 2018-19.
    The proposed number to hold the families of farmers with SMFs lands for FY 2018-19 is 13.15 crore.
    As a result of the possible exclusion of certain categories of beneficiaries of the higher economic category, the total number of eligible beneficiaries has been estimated at 12.50 million.
    The current land tenure system will be used to identify beneficiaries in the calculation of financial benefits under this scheme.

Scheme Contours and disbursements

    The program will be implemented as a Medium Scheme with 100% funding from the Government of India (GoI).
    For the 2018-19 financial year, the provision of a budget of Rs. 20,000 is reserved for the disbursement of financial benefits to eligible land holders.
    Similarly, the budget provision of Rs. 75,000 crore is reserved for the 2019-20 financial year to deduct financial benefits from eligible land holder families.

Benefits to eligible SMFs

    Under the Scheme, direct payment of Rs. 6000 per annum will be transferred in three equal installments of Rs. 2000 every four months in Aadhaar bank accounts planted to eligible land holding families.
    The first installment for the period from 01.12.2018 to 31.03.2019, under the plan, will be transferred to eligible beneficiaries for this financial year (2018-19) itself. The first installment will be forwarded immediately to the beneficiary identification.

Shooting Aadhar

    By receiving benefits under the program, Aadhaar is compulsory. However, in cases, where the beneficiaries currently do not have an Aadhar or Aadhar Enrollment number, other prescribed documents may be collected to verify ownership and transfer of benefits to those farming families for transfer to the first installment by 2018-19.
    All beneficiaries who do not have an Aadhaar card will have to be forced to register under Aadhaar because the transfer of future installments will only be made on the basis of the Aadhaar database.
    Countries / UTs to ensure that no duplicate payments are transferred to eligible families. Immediate reconciliation in the event of incorrect / incomplete bank details of the beneficiary will be confirmed.

Lease Scheme

    In order to effectively review and monitor the system, the Project Monitoring Project (PMU) at the Intermediate level will be suspended from DAC & FW.
    PMU, led by the Chief Executive Officer (CEO), will also conduct an advertising campaign (Information, Education, and Communication-IEC).
    Prescribed review / monitoring process at national, state and regional levels.
    At the national level, there will be a Monitoring Committee headed by the Cabinet Secretary. will also inform Government and Regional Level Monitoring Committees.

Isolation

    There will be exclusion of certain categories of beneficiaries of higher economic structures who will be notified separately by Government over time.
